If you want it for a blog I would recommend wordpress. However, if you are looking for a professional website you can either hire someone to do it for you, or learn the correct programming languages. If you choose the later option you'll need to purchase a hosting company and maybe purchase a database depending on how complex your website is.

They used to, but it only provided limited space, very limited. Didn't work well at all. Now, as everyone just mentioned, it's much easier to upload your image files to the gallery here on CPI. :)
