Right now I'm not sure where Rockhopper is. If you find him you click on him and in the lower left hand corner of his player card there will be a box icon. When you click on it you get a background.

Club Penguin should make it if you collect items from Rockhopper or any Characters then you have to leave area; just too too many people waiting and so clustered; frustrating; think he is in HUSKY the BEACH but can't really tell for sure as there is too many people.
